{"id":647,"date":"2015-03-27T19:22:56","date_gmt":"2015-03-27T19:22:56","guid":{"rendered":"http:\/\/www.dermotlacey.ie\/blog\/?p=647"},"modified":"2015-03-27T19:23:34","modified_gmt":"2015-03-27T19:23:34","slug":"647","status":"publish","type":"post","link":"http:\/\/dermotlacey.ie\/blog\/2015\/03\/647\/","title":{"rendered":"Herbert Park gate opening hours"},"content":{"rendered":"<p>During the Local Elections campaign the issue of closing\/opening the gates at Herbert Park was raised a number of times. While I had no fixed view I was conscious that the official view of the Gardai was to keep some of them open and have raised the matter at successive meetings of the South East Area Policing Committee.<\/p>\n<p>Please find below an extract from the official report issued to us recently on this matter.<\/p>\n<p>&nbsp;<\/p>\n<blockquote><p>\u201cUpdate in relation to Herbert Park extended open hours as requested.<\/p>\n<p>During the winter\/spring of 2011\/\u201912 there were a number of serious vandalism and arson incidents in Herbert Park. At a meeting between Garda\u00ed, DCC Parks Section and Area Office personnel in May 2012 to discuss ways of reducing such incidents it was proposed that the gates of the park could be left open to allow Garda patrols access to the park after normal park closing times.<\/p>\n<p>The Area Committee was notified of this proposal and it was agreed that the gates at the River Dodder side of the park would be left open on a trial basis over a three month period.<\/p>\n<p>A review took place after the time period had lapsed and it was agreed to extend the gate opening into the future. Since gate opening has been in operation there has been a substantial decrease in the level of vandalism and anti-social activity in the park. There is still some evidence of late night drinking in the park, which continues to be monitored by Garda patrols.<\/p>\n<p>Also some local residents were concerned that the gate opening would lead to an increase in public order offences in the local community. However this does not tally with official Garda records for the area.<\/p>\n<p>Donnybrook Garda Station reported that there is no increase in public order offences or crime in the immediate area as a result of the opening of the park at night. \u00a0There is a general spike in burglaries in the greater Donnybrook area but the area around the park is the least affected by this.<\/p>\n<p>DCC has also removed high shrubbery at the entrance gates which has improved visibility and passive surveillance by the public and also improved the perception of public safety in the park.<\/p>\n<p>Gate opening has also had the benefit of allowing access to the park for users when it would normally have been locked. On the Council I have served as Chairperson of the Employment Committee, Finance Committee, Arts and Sports Committee, Housing Committee, Protocol Committee and the Council itself as Lord Mayor of Dublin. I have also served as Chairperson of the South East Area Committee. I was elected Leader of the Labour Group in 2011. I have served as Cathaoirleach of the Dublin Regional Authority, the Southern and Eastern Regional Assembly and the Eastern and Midlands Regional Assembly. The only person to chair all three. I pioneered the 20% Social and Affordable Housing concept though the Dublin Docklands Development MasterPlan and have established a housing co-op in my own area and am a Board member of an Approved Housing Body. I was for ten years Chairperson of the South Dublin\/Wicklow Branch of the Irish Foster Care Association. Clubs and Committees Currently on Dublin City Council I Chair the South East Area Committee and the Housing Strategic Policy Committee. I am Board member of Donnybrook Community Employment and Sandymount Community Services, Donnybrook Community Playschool and numerous other local, community and Dublin wide organisations. I am member of the Board of Scouting Ireland, the City of Dublin Education and Training Board and the Royal Hospital Donnybrook Board.
