{"id":613,"date":"2014-09-05T18:04:25","date_gmt":"2014-09-05T18:04:25","guid":{"rendered":"http:\/\/www.dermotlacey.ie\/blog\/?p=613"},"modified":"2014-09-05T18:04:25","modified_gmt":"2014-09-05T18:04:25","slug":"motion-on-greyhound-workers","status":"publish","type":"post","link":"http:\/\/dermotlacey.ie\/blog\/2014\/09\/motion-on-greyhound-workers\/","title":{"rendered":"Motion on Greyhound industrial dispute"},"content":{"rendered":"<p>I recently submitted the following motion to Dublin City Council:<\/p>\n<blockquote><p><strong>\u201cThe Council requests that in light of the on-going industrial dispute at Greyhound Recovery and Recycling and the multiple infringements by the company to bylaws, the Waste Collection Permit, Health and Safety and Environmental Protection legislation, which the company has committed since it locked out its workforce on 17th June and the recent statement by Justice Garrett Sheehan in the High Court that the dispute was a \u201cpublic health issue\u201d<\/strong><\/p>\n<p><strong>That the Chief Executive Officer of Dublin City\u00a0Council presents to the council as a matter of urgency, a contingency plan for a domestic waste collection services in the Dublin City Area if the company is deemed unfit to have its five-year Waste Collection Permit renewed (the company\u2019s current permit expires on 8th October, 2014), or that the owners of Greyhound Recovery and Recycling, Brian and Michael Buckley, are found to be persons who do not meet the criteria as \u2018fit and proper\u2019 to operate such a permit.<\/strong><\/p>\n<p><strong>The council also notes that despite claims that \u2018market forces\u2019 would lead to proper waste collection in such an eventuality the Council has reason to believe there is no operator currently capable of filling the gap that would emerge in services from Greyhound Recycling and Recovery\u2019s removal from domestic waste collections. As the statutory authority for the oversight of public health and environmental protection in the Dublin City Area, the Council believes that the citizens of Dublin require that this contingency plan be presented in full to the Council no later than its next full meeting on Monday, 6th October.\u201d<\/strong><\/p>\n<p><strong>Cllr. I was co-opted to Dublin City Council in 1993 to fill the vacancy caused by the appointment of Ruairi Quinn as Minister for Enterprise and Employment. Since then I have been re-elected at each local elections in 1999, 2004, 2009, 2014 and 2019 in varying parts of Dublin Bay South as the electoral areas changed. On the Council I have served as Chairperson of the Employment Committee, Finance Committee, Arts and Sports Committee, Housing Committee, Protocol Committee and the Council itself as Lord Mayor of Dublin. I have also served as Chairperson of the South East Area Committee. I was elected Leader of the Labour Group in 2011. I have served as Cathaoirleach of the Dublin Regional Authority, the Southern and Eastern Regional Assembly and the Eastern and Midlands Regional Assembly. The only person to chair all three. I pioneered the 20% Social and Affordable Housing concept though the Dublin Docklands Development MasterPlan and have established a housing co-op in my own area and am a Board member of an Approved Housing Body. I was for ten years Chairperson of the South Dublin\/Wicklow Branch of the Irish Foster Care Association. Clubs and Committees Currently on Dublin City Council I Chair the South East Area Committee and the Housing Strategic Policy Committee. I am Board member of Donnybrook Community Employment and Sandymount Community Services, Donnybrook Community Playschool and numerous other local, community and Dublin wide organisations. I am member of the Board of Scouting Ireland, the City of Dublin Education and Training Board and the Royal Hospital Donnybrook Board.
