While the case for Local Government reform has been highlighted from time to time \u2013dealing with the thornier issue of Finance is central to that. A major start would be made by Government paying its own Bills to the Council. The shortfall in Commercial rates on Government Buildings in Dublin City for last year alone was E28million. Government pays its ESB bills there is no acceptable reason why it should not pay its Council bills.<\/p>\n<p><strong>Housing, Social and Community SPC (Strategic Policy Committee):<\/strong><\/p>\n<p>Since appointment as Chairperson of the Committee in April I have sought a number of changes to our Housing Policy. The first of these was achieved this month when the Council adopted a proposal to facilitate Children and Parents \u2013 with due safeguards- jointly purchase the family home. I hope to bring forward proposals later this month to partially deal with the issue of swifter allocation of housing units in low demand areas and with the issue of empty units requiring maintenance works.<\/p>\n<p>On the Community side the Committee is working on improving the allocation transparency and range of community grants. Arising from a number of requests I have recently visited Dolphin House and met with local residents and activists.<\/p>\n<p><strong>Local Issues:<\/strong><\/p>\n<p>Attended inaugural meeting of new Residents Association in Donnybrook, met traders in Rathgar regarding parking issues and residents in Milltown re similar. I participated in two workshops to develop the next programme for the Rathmines Pembroke Partnership. I submitted motions relating to issues in Sandymount, Donnybrook, Terenure, Rathmines and Rathgar. Allotments will be allocated in Herbert Park within the next week and a Programme has been agreed to mark the 100th Anniversary of the opening of Herbert Park.<\/p>\n<p><strong>General:<\/strong><\/p>\n<p>The Council has established a Commemorations Committee to plan for a number of events over the decade 2012-2022. Any suggestions that members have would be welcome. Administrative Improvements to the Bin Charge waiver scheme have been agreed and will be introduced for next year. My background Growing up in Donnybrook, where I still live, I was always in involved in community life particularly through my membership of Donnybrook Scout Group. I was co-opted to Dublin City Council in 1993 to fill the vacancy caused by the appointment of Ruairi Quinn as Minister for Enterprise and Employment. Since then I have been re-elected at each local elections in 1999, 2004, 2009, 2014 and 2019 in varying parts of Dublin Bay South as the electoral areas changed. On the Council I have served as Chairperson of the Employment Committee, Finance Committee, Arts and Sports Committee, Housing Committee, Protocol Committee and the Council itself as Lord Mayor of Dublin. I have also served as Chairperson of the South East Area Committee. I was elected Leader of the Labour Group in 2011. I have served as Cathaoirleach of the Dublin Regional Authority, the Southern and Eastern Regional Assembly and the Eastern and Midlands Regional Assembly. The only person to chair all three. I pioneered the 20% Social and Affordable Housing concept though the Dublin Docklands Development MasterPlan and have established a housing co-op in my own area and am a Board member of an Approved Housing Body. I was for ten years Chairperson of the South Dublin\/Wicklow Branch of the Irish Foster Care Association. Clubs and Committees Currently on Dublin City Council I Chair the South East Area Committee and the Housing Strategic Policy Committee. I am Board member of Donnybrook Community Employment and Sandymount Community Services, Donnybrook Community Playschool and numerous other local, community and Dublin wide organisations. I am member of the Board of Scouting Ireland, the City of Dublin Education and Training Board and the Royal Hospital Donnybrook Board.
