I was on The Week in Politics<\/a> last night, in a brief segment on F\u00c1S<\/a> (in my capacity as a former board member).\u00a0 I am concerned that any review of FAS, which in general I welcome, must not be used as an excuse to close down Community Employment (CE) schemes across the country that are doing so much good work. In many cases these schemes give important “lifeskills” training as the first step back into the world of work for people who need this extra support. They have also proved to be invaluable tools for communities given the poor level of support that these bodies receive directly from the State.<\/p>\n

I served two terms as a member of the Board of FAS, and was also involved locally in establishing several such schemes and helping many Community\/Youth and Residents groups develop schemes for themselves. These include the widely read News 4<\/a>, which is one of the longest lasting genuinely community<\/em> newspapers.\u00a0 I founded News 4 with Ann Ingle back in 1988 and it has given a significant “break” into journalism for a number of now prominent journalists.<\/p>\n

I think it’s time for a radical rethink on the formation of State Boards.\u00a0 The present model of making up state boards by appointing a third of the members from ICTU, a third from IBEC and a third from the Civil Service\/ voluntary sector is no longer the way forward.\u00a0 It has contributed to a certain “club” atmosphere that is beneficial neither to individual boards nor to the public sector as a whole.<\/p>\n","protected":false},"excerpt":{"rendered":"

I was co-opted to Dublin City Council in 1993 to fill the vacancy caused by the appointment of Ruairi Quinn as Minister for Enterprise and Employment. Since then I have been re-elected at each local elections in 1999, 2004, 2009, 2014 and 2019 in varying parts of Dublin Bay South as the electoral areas changed. On the Council I have served as Chairperson of the Employment Committee, Finance Committee, Arts and Sports Committee, Housing Committee, Protocol Committee and the Council itself as Lord Mayor of Dublin. I have also served as Chairperson of the South East Area Committee. I was elected Leader of the Labour Group in 2011. I have served as Cathaoirleach of the Dublin Regional Authority, the Southern and Eastern Regional Assembly and the Eastern and Midlands Regional Assembly. The only person to chair all three. I pioneered the 20% Social and Affordable Housing concept though the Dublin Docklands Development MasterPlan and have established a housing co-op in my own area and am a Board member of an Approved Housing Body. I was for ten years Chairperson of the South Dublin\\\/Wicklow Branch of the Irish Foster Care Association. Clubs and Committees Currently on Dublin City Council I Chair the South East Area Committee and the Housing Strategic Policy Committee. I am Board member of Donnybrook Community Employment and Sandymount Community Services, Donnybrook Community Playschool and numerous other local, community and Dublin wide organisations. I am member of the Board of Scouting Ireland, the City of Dublin Education and Training Board and the Royal Hospital Donnybrook Board.
