{"id":12,"date":"2004-03-02T22:56:07","date_gmt":"2004-03-02T21:56:07","guid":{"rendered":"http:\/\/www.dermotlacey.ie\/blog\/2004\/03\/e-voting-arrogance-of-department-thwarted\/"},"modified":"2008-07-11T14:25:24","modified_gmt":"2008-07-11T13:25:24","slug":"e-voting-arrogance-of-department-thwarted","status":"publish","type":"post","link":"http:\/\/dermotlacey.ie\/blog\/2004\/03\/e-voting-arrogance-of-department-thwarted\/","title":{"rendered":"E-Voting &#8211; Arrogance of Department Thwarted"},"content":{"rendered":"<p>&#8220;Arrogance of Department thwarted by City Council&#8221;<br \/>\nStatement by Councillor Dermot Lacey<br \/>\nLabour Pembroke Ward<\/p>\n<p>2nd March 2004<\/p>\n<p>&#8220;The inclusion of a presentation from the Department of the Environment and Local Government on electronic voting on the agenda for last nights meeting of Dublin City Council in breach of the Standing Orders was blocked by City Councillors following an intervention by former Lord Mayor, Labour Councillor Dermot Lacey.<\/p>\n<p><!--more--><br \/>\nCouncillor Lacey said that the un requested presentation represented a waste of the limited time available to Councillors. The issue of electronic voting is deeply divisive. The Department is on one side of the issue and it is unacceptable that it should seek to use the Council in an attempt to promote their own agenda. It is in short an abuse of this City Council.<\/p>\n<p>The Standing Orders of the Council require that any presentation be approved at a meeting prior to the Council meeting at which it is proposed to take place. No request to make the presentation has ever been made to the Council or to the Group Leaders on the Council.<\/p>\n<p>The Department of the Environment and Local Government bears direct responsibility for the failure to reform Local Government. It is led by a Minister who has denied Dubliners the right to elect their own Lord Mayor. I was co-opted to Dublin City Council in 1993 to fill the vacancy caused by the appointment of Ruairi Quinn as Minister for Enterprise and Employment. Since then I have been re-elected at each local elections in 1999, 2004, 2009, 2014 and 2019 in varying parts of Dublin Bay South as the electoral areas changed. On the Council I have served as Chairperson of the Employment Committee, Finance Committee, Arts and Sports Committee, Housing Committee, Protocol Committee and the Council itself as Lord Mayor of Dublin. I have also served as Chairperson of the South East Area Committee. I was elected Leader of the Labour Group in 2011. I have served as Cathaoirleach of the Dublin Regional Authority, the Southern and Eastern Regional Assembly and the Eastern and Midlands Regional Assembly. The only person to chair all three. I pioneered the 20% Social and Affordable Housing concept though the Dublin Docklands Development MasterPlan and have established a housing co-op in my own area and am a Board member of an Approved Housing Body. I was for ten years Chairperson of the South Dublin\\\/Wicklow Branch of the Irish Foster Care Association. Clubs and Committees Currently on Dublin City Council I Chair the South East Area Committee and the Housing Strategic Policy Committee. I am Board member of Donnybrook Community Employment and Sandymount Community Services, Donnybrook Community Playschool and numerous other local, community and Dublin wide organisations. I am member of the Board of Scouting Ireland, the City of Dublin Education and Training Board and the Royal Hospital Donnybrook Board.
